Aviation Safty Action Program

ASAP Program

What is ASAP?

An Aviation Safety Action Program (ASAP) helps flight operators identify and reduce possible flight safety concerns and mitigate risks. It’s an easy, open, self-reporting initiative offering third-party facilitation, tracking and corrective action recommendations so you can enhance and improve your overall safety culture. Want an easy way to identify, report and resolve potential safety issues without fear of reprisal from the FAA?

We can help you get it, ASAP.

The ACSF brings you all the benefits of the FAA’s voluntary ASAP—typically at a lower cost.

REQUEST ASAP

WHO USES THE ASAP?

Flight department employees (pilots, aircraft mechanics / engineers, dispatchers, schedulers, and so on) use the ASAP to self-identify and report significant safety concerns and issues. They can be associated with:
  • Part 23, 91, 125, 133, 135, 137, 141 and 145 operators
  • Pilots, mechanics, dispatchers, schedulers and ground personnel

HOW WILL I BENEFIT FROM THE ASAP?

  • Voluntary, cooperative, non-punitive approach to reporting safety-of-flight concerns
  • Provides valuable safety information and insight to all participants
  • Fosters a positive, proactive safety culture
  • Potentially eliminates deviations from FAA regulations
  • Mentoring, coaching and management by the ACSF
  • Low cost includes BIG discount for ACSF members

THE BEST PART?

The FAA takes a nonpunitive approach to ASAP-accepted reports.

Use ASAP as a stand-alone safety program or as a key component of your safety management system (SMS). Either way, you’ll reduce risk exposure and improve operational efficiency and effectiveness—all of which are good for safety and your bottom line

TYPICAL REPORTABLE EVENTS

  • Operational deficiencies
  • Non-compliance with regulations
  • Deviations from policies and procedures

SAFETY EVENTS GENERALLY NOT ACCEPTED

  • Criminal activity
  • Alcohol
  • Substance abuse
  • Controlled Substances
  • Intentional falsification
  • Intentional non-compliance
  • Reckless conduct

ASAP PROGRAM BENEFITS

An Aviation Safety Action Program is a significant contributor to an operator’s Safety Management System. And it can be used both to evaluate and improve the operator’s safety culture.

LEARN FROM OTHERS

All participants have access to valuable safety information that might not otherwise be obtainable.

The end result is to help resolve safety issues and possibly eliminate deviations from the Federal Aviation Regulations.

STRENGTHENS SMS

The ASAP uses employee input to identify significant safety concerns and issues, operational deficiencies, non-compliance with regulations, deviations from company policies and procedures, and unusual events.

The philosophy behind the ASAP is valuable in developing a positive, proactive and effective SMS.

FOSTERS COMMUNICATION

The ASAP fosters a voluntary, cooperative, non-punitive environment for the open reporting of safety-of-flight concerns.

Each report is investigated and corrective actions determined based on a non-disciplinary approach to flight safety.

GETTING STARTED WITH ASAP

1. Join the ACSF

The cost to participate in the ASAP includes annual ACSF membership for your company and an annual ASAP administrative fee, based on the number of employees participating in the program. View membership details.

2. Complete our application below

Designate a company ASAP representative who will be your company’s main contact for the ASAP.

3. Contact your assigned FAA Flight Standards District Office (FSDO)

4. Co-sign the Memorandum of Understanding (MOU)

This is an agreement between your company, the ACSF and the FAA. The ACSF ASAP program applies to all covered employees of a participating company, and only to events that occur while acting in that capacity.

5. Register for ASAP Training below or email acsfadmin@acsf.aero to schedule

The ACSF offers complimentary e-Learning for all participating companies.

ASAP REPORTING

Following is a brief overview of the ASAP reporting process:

  1. Employee submits a report to ASAP using the ACSF SMS Tool or other approved platforms.
  2. The report is processed and reviewed by an event review committee (ERC), facilitated by the ACSF. The ERC is comprised of an FAA representative, a company representative and a representative from the participating employee group (pilots, mechanics, flight attendants, etc.). All decisions are made by consensus.
  3. Once a report has been accepted into the ASAP, the report (and any corrective action) are closed via the ASAP. There is no FAA action outside of the ASAP when a report has been accepted.
  4. The ACSF publishes a quarterly ASAP newsletter, highlighting significant ASAP events. Subscribe today!

Note: A report will not be accepted into the ASAP if the event involves any of the following: intentional noncompliance; reckless conduct; criminal activity; substance abuse, controlled substances, alcohol; or intentional falsification.

THIRD-PARTY MANAGEMENT

As your ACSF-ASAP Program Manager, the ACSF will do the following for your organization:
  • Receive, record, track, analyze and respond to ASAP reports.
  • Maintain the electronic ASAP database and facilitating ERC member access, as needed.
  • Prepare agenda and distribute reports prior to ERC meeting.
  • Coordinate and track ERC recommendations.
  • Document the accomplishment of corrective action(s).
  • Annotate when reports are closed without an FAA ERC member in attendance.
  • Record repeated instances of noncompliance and inform ERC members if the same individual is involved in multiple violations.
  • Provide employee feedback.
  • Keep all documents and records and make them available to the parties to the MOU at their request.
  • Keep company management informed regarding program results.
