Bryan Burns

President & CEO

Bryan Burns is President and CEO of the Air Charter Safety Foundation (ACSF) and is responsible for the foundation’s daily operations and leadership.

Burns has over 30 years’ experience in the fixed base operator (FBO) industry. Prior to joining the ACSF, he was the general manager for Signature Flight Support at the Washington Dulles and Ronald Reagan Washington National Airports, where he was responsible for all daily operations. Under his successful management, Signature Flight Support at Ronald Reagan Washington National Airport was rated the #1 FBO in the nation for four consecutive years by Pro Pilot Magazine.

Previously, Burns served as the vice president of Jackson Hole Aviation, where he managed 35 employees in line service, customer service, aircraft maintenance and properties. Prior to that, Burns was the President of Vail Valley Jet Center in Eagle, CO. While in Vail, he developed a strong partnership with the local airport board and improved their ranking in the Aviation International News survey year after year. He has held similar positions with other FBOs in Florida and St. Louis.

A private pilot, Burns holds a B.S. degree from Florida Institute of Technology. He is also the recipient of the 2021 NBAA Dr. Tony Kern Aviation Professionalism Award as well as the 2022 Business Aviation Meritorious Service Award from the Flight Safety Foundation.

Debi Carpenter

Executive Director

Executive Director Debi Carpenter is responsible for leading and overseeing the ACSF’s program development and fundraising efforts. Carpenter has built a career in aviation marketing, business development and public relations that spans more than 20 years.

Prior to joining the ACSF, Carpenter served as the Head of Marketing and Communications at Natilus, a leading Unmanned Aerial Vehicle (UAV) cargo manufacturer based in San Diego, California. During her tenure at Natilus, Carpenter played a key role in shaping marketing strategies, driving sales growth and fostering the development of the brand. Additionally, she has held executive positions with prominent aviation organizations, including the Southern California Aviation Association and Eco Aviation International. At the latter, she served as Executive Director, driving growth and engagement within the aviation industry.

A private pilot in the Cirrus SR20, and actively involved in the aviation community, Carpenter served as a board member of Women in Corporate Aviation and member of the NBAA Local and Regional Leadership Committee.

Alyssa Sleight

Director of Safety and ASAP Program Manager

As Director of Safety and ASAP Program Manager, Sleight is responsible for overseeing and expanding the Air Charter Safety Foundation’s Aviation Safety Action Program (ASAP). Sleight also assists ACSF members to enhance and improve their operation with flight data monitoring (FDM) and the newly required safety management system (SMS) standards for Part 135 operators.

Sleight joined the Foundation in 2017. She has since served as both the ACSF’s Assistant Director of Safety and Programs Manager for various safety initiatives, including the ASAP. She participates in the Foundation’s monthly ASAP Event Review Committee meetings, and organizes the back-office logistics of the ASAP training and operations, such as ASAP data collection. She also provides technical support to ACSF members as well as the Federal Aviation Administration (FAA).

Sleight is a licensed private pilot and holds a BS in Aeronautics from Embry-Riddle Aeronautical University, in Daytona Beach, Florida. She is proficient with SMS platforms that house ASAP data, including ACSF QuickBase server.

Alexander Evans

Assistant Director of Safety

Alexander “Alex” Evans has years of experience overseeing charter airlines operations, and in his role as Assistant Director of Safety will help support the Aviation Safety Action Program (ASAP) and Flight Data Monitoring (FDM) for participating member companies.

Prior to joining the ACSF, he was a Senior Passenger Service Representative for Atlas Air, based in Purchase, New York. At Atlas, Evans helped transport U.S. Armed Forces around the world, including the 2021 evacuation from Afghanistan called “Operation Allied Refuge.”

While working for Flightline Aircraft Services as a Passenger Aircraft Agent, he oversaw ground operations and ground security for NFL team charters.

Evans earned a BS in Aviation Business Administration from Embry-Riddle Aeronautical University, in Daytona Beach, Florida. He also has expertise in planning, implementing and coordinating aviation safety programs.

Andrew Ha

Programs Administrator

As Programs Administrator, Andrew Ha coordinates and administers logistics in support of the Aviation Safety Action Program (ASAP), which the Air Charter Safety Foundation manages as a third-party for its member companies.

Prior to joining the ACSF in February, 2023, Ha interned for Allegiant Airlines in Las Vegas, Nevada, where he compiled and analyzed flight safety data to seek improvement in airline safety.

From 2017 through 2019, he voluntarily served his native country, South Korea, as a Battalion Squadron Leader, during which time he and his Special Forces Air Assault Attack Team were recognized for outstanding achievements in the field. Ha was also honored with the Most Exemplary Soldier Award from the 39th Infantry Brigadier General.

Upon his honorable discharge from the military, Ha earned a Bachelor of Aeronautics degree from Embry Riddle Aeronautical University, in Daytona Beach, Florida. During his collegiate career, he was the recipient of numerous awards and honors, including graduating Magna Cum Laude. While at ERAU, he was an active member of the Alpha Omicron Alpha Honor Society, serving as its Philanthropy chair and an Executive Board Member.

A commercial pilot with an instrument rating, Ha is working to complete his flight instructor license in Daytona Beach, Florida.
